Israel sinned so badly against GOD, So GOD told Ephraim to marry a prostitute because Israel commits adultery over and over again against GOD, GOD was going to destroy Israel and talked about how Israel sinned against him over and over through out the book, GOD forgave Israel at the end (last chapter)
